At 5:45 p.m. on June 6, 2017 Oelwein Officers were called to the 300 block of 1st St SE for a reported suspicious person.  Officers arrested Domanick Ray Fowlkes, age 23, of Oelwein on a charge of Public Intoxication, 3rd or Subsequent, an Aggravated Misdemeanor.
