At 12:51 a.m., on March 17, 2017 Oelwein Police arrested Timothy Michael Chisum, 27, of Waterloo.  Chisum was arrested on a Black Hawk County Warrant for Controlled Substance Violation and Failure to Affix Drug Tax Stamp.  Chisum was also charged with Driving while License Suspended-Simple Misdemeanor.  This Arrest followed a traffic stop in the 10 block of 6^th av sw.
