On July 8, 2013 at 7:10 a.m., the Oelwein Police Department took a report of alleged Sexual Abuse of a Minor, occurring in the 100 block of 1st Avenue NW. After investigating the report, Officers arrested Taylor Alan Oakes, age 19 of Lamont, Iowa, on a charge of Sexual Abuse 3rd Degree, a Class “C” Felony.

On July 16, 2013 at 12:05 a.m., Oelwein Officers executed a traffic stop in the 900 block of 1st St NE in Oelwein. Officers arrested the driver, Joseph Ralph Winders, age 27, of Oelwein, on a charge of Driving While License Suspended, a Simple Misdemeanor, as well as a Buchanan County Sheriff’s warrant for original charges of Possession of Drug Paraphernalia, Possession of Drug Paraphernalia, and No Proof of Insurance. Winders’ passenger, Allyssa Michele Garrison, age 18, of Oelwein, on a charge of Possession of Drug Paraphernalia, a Simple Misdemeanor.
