On March 7, 2016 at 4:15 p.m., Oelwein Officers stopped a vehicle in the 10 block of South Frederick. Officers cited and released Jacob David Snay, age 21 of Oelwein for Driving While License Suspended.
On March 4, 2016 at 10:00 a.m., Oelwein Officers responded to the 400 block of 2nd Avenue NW in Oelwein for a disturbance. Officers have referred Jade Marie Miller, age 15 of Oelwein, to Juvenile Court Authorities on two counts of Assault Causing Injury, Serious Misdemeanors.
On March 1, 2016 at 6:10 p.m., Oelwein Officers were called to the 100 block of 13th Avenue SE for a reported disturbance. Officers arrested James Heath Rhea, age 39, of Oelwein on charges of Simple Assault, Interference With Official Acts, and Criminal Mischief 5th Degree, all Simple Misdemeanors.
Oelwein Police investigated a motor vehicle accident at the intersection of 2nd Av and 2nd St SE at 5:21 pm on February 27, 2016. A white 2009 Chevrolet Impala driven by Kathleen Haynes struck a white 1997 Mercury Grand Marquis driven by Heather Bass. Hayes was cited for Failure to Yield at a Stop sign
At 10:05 PM on February 27, 2016 Oelwein Police arrested Joshua Lee Klink, 25, of Oelwein. Klink was arrested on a Black Hawk County warrant for Failure to appear for a Debtors Exam.
On February 25, 2016 at 10:00 a.m., Oelwein Officers executed a traffic stop in the 100 block of South Frederick Avenue in Oelwein. Officers arrested Andrew Michael Engler, age 25 of Oelwein on charges of Driving While Barred and Possession of a Controlled Substance, both Serious Misdemeanors.
On February 20, 2016 at 7:55 p.m., Oelwein Officers checked a residence in the 100 block of 1st Avenue NW in Oelwein for a male wanted on a Black Hawk County Sheriff's Office warrant. Officers arrested Andrew Francis Postel, age 30 of Manchester on a Black Hawk County Probation Violation Warrant for Possession of a Controlled Substance. Postel was also charged by the Oelwein Police Department for Possession of Drug Paraphernalia, a Simple Misdemeanor.
On February 21, 2016 at 5:40 p.m., Oelwein Officers were called to a disturbance in the 100 block of 2nd Avenue NW. Officers arrested Michelle Elizabeth Barnhart, age 28 of Oelwein on charges of Interference With Official Acts, Domestic Assault Simple, and Possession of Drug Paraphernalia, all Simple Misdemeanors. Three juveniles were also referred to Juvenile Court Authorities stemming from this incident. Jeffrey Bennett, age 16, Ian Morgan, age 14, and Esteban Carrasco Jr, age 14, all of Oelwein were referred for Possession of Marijuana, Serious Misdemeanor and Possession of Paraphernalia, a Simple Misdemeanor.
Oelwein Police are investigating a motor vehicle accident in the 300 block of 8th AV SE at 5:10 PM on February 19, 2016. A silver 2012 Chrysler Town& Country driven by Jennifer Schauf collided with a Tan 1998 Oldsmobile Cutlass driven by Hunter Smock.
At 11:26 Pm Oelwein Police arrested Mathew James Fowlkes, 20, of Oelwein. Fowlkes was arrested on Fayette County Warrants for original charges of Violation of Probation and Pretrial Supervision Violation in the 400 block of East Charles
At 11:09 PM on February 14, 2016 Oelwein Police arrested Austin Dean Peters, 18, of Maynard, Mathew James Fowlkes, 20, and Jacob James Victor Miller, 17, both of Oelwein. Peters was charged with Criminal Mischief 2nd Degree- Class D Felony. Fowlkes was charged with Criminal Mischief 2nd Degree- Class D Felony and Possession of Drug Paraphernalia- Simple Misdemeanor. Miller was charged with Criminal Mischief 2nd Degree- Class D Felony. These arrests were the result of a report of criminal mischief in the 900 block of 7th AV NE.
The Oelwein Police Department has concluded an investigation into allegations of an adult having sexually abused a minor. The alleged incidents occurred over the 3 year period of2006 to 2009 and also over a 2 year period of 2011 and 2012. The victim(s) in the incident were under the age of 12 at the time of the assault.
On February 12, 2016, the Oelwein Police Department arrested Ryan Wayne Tupper, 42, of Oelwein. Mr. Tupper has been charged with two counts of Sexual abuse in the second degree which is a Class B felony. Ryan Tupper was processed and later transferred to the Fayette County Jail pending an initial appearance.
On February 11, 2016 at 6:00 p.m., Oelwein Officers arrested Dalton Patrick Flynn, age 20, of Westgate on a Fayette County Sheriff's Warrant with original charges of Assault with a Weapon, an Aggravated Misdemeanor and Criminal Mischief 2nd Degree.
At 3:04AM on February 11th, 2016, Oelwein police arrested Michael Allen Boriboun, 23, of Oelwein on a charge of operating while under the influence of alcohol – a serious misdemeanor. This arrest was made following a traffic stop in the 10 block of 1st Ave SE.
