Operation Round-Up: Area Law Enforcement Serve Numerous Warrants For Drug Violations
13-07449 4a On November 1, 2013, the Oelwein Police Department and the Fayette County Sheriff’s Office, with the assistance of the Iowa State Patrol and the West Union Police Department; served numerous warrants for drug violations. The warrants stem from an extended narcotics investigation that resulted in arrests of eight people with law enforcement still seeking six individuals on warrants.
During the morning hours, law enforcement officers executed a search warrant at 116 5th Avenue S.W., Oelwein. Officers seized controlled substances, marijuana; paraphernalia and a stolen firearm.
Also, during the morning hours, law enforcement sought out and arrested the following individuals on warrants:

Conspiracy to Deliver Marijuana -Class D Felony
Jeremy Michael Quario, 30 , Hazleton, IA
Possession of Drug Paraphernalia – Simple Misdemeanor
Possession of an unlabeled Prescription– Serious Misdemeanor
Introduction of Controlled Substance Into A Detention Facility – Class D Felony
Cody Richard Reisner, 30, of Oelwein
Delivery of Methamphetamine- Class C Felony
Jack Joe Kern, 52, Oelwein, IA
Gathering where drugs are used/sold – Serious Misdemeanor
Ashley Marie Overly, 25, Oelwein, IA
Delivery of Marijuana – Class D Felony
Troy Edward Richards, 50, Oelwein, IA
Delivery of Methamphetamine – Class C Felony
Donald Lee Lathum Jr., 36, West Union, IA
Delivery of Marijuana – Class D Felony
Travis Michael Owens, 22, Oelwein, IA
Delivery of Methamphetamine – Class C Felony

Crystal Marie Kramer, 29, Postville, IA

“This operation was a success due to the collaborative effort of the Oelwein Police Department, the Fayette County Sheriff’s Office, the Iowa State Patrol and the West Union Police Department. Our agencies performed a similar operation several months back and this is a continuation of those efforts. Whether an investigation takes a day, a month or many months; our agencies are committed to providing a safe environment for those that wish to abide by the law. Today’s arrests further our efforts to continue to display our community as inhospitable towards those that wish to sell or distribute controlled substances,” stated Chief Jeremy Logan.
The investigation continues and more charges are pending.
On October 29, 2012 at 12:30 p.m., Oelwein Officers were called to a business in the 1300 block of South Frederick for a suspected shoplifter. Suspects were stopped and officers arrested Dustin Lee Westpfhal, age 31 of Oelwein, on a charge of Theft 5th Degree, a simple Misdemeanor.
On October 30, 2013 at 1:45 a.m., Oelwein Officers responded to a report of a suspicious male in the area of the 300 block of 1st Avenue NE. Officers located a male fitting the caller’s description in the 10 block of East Charles. Subsequently, officers arrested Jason Lee Allen Nuehring, age 28 of Oelwein on charges of Disorderly Conduct, a Simple Misdemeanor; Unlawful Possession of Prescription Drugs, a Serious Misdemeanor; Assault on a Peace Officer, Serious Misdemeanor; and Enhanced Public Intoxication, an Aggravated Misdemeanor
On October 29, 2013 at 12:50 a.m., Oelwein Officers responded to the 300 block of East Charles for a reported physical altercation in that area. Officers arrested Dakota Andrew Veber, age 16 of Oelwein on a charge of Consumption of Alcohol While Under Age, a Simple Misdemeanor. Further charges from this incident are pending.
On 10-27-13, Oelwein Police arrested 28 year old Jason Lee Allen Nuehring of Oelwein. Nuehring was arrested on a Black Hawk County warrant. The original charge was for violation of a no contact order.
During a routine traffic stop on October 26th, Oelwein Police found the passenger of the vehicle, Joshua James Gunderson, 22 of Oelwein to be in possession of an open container of alcohol. A citation was issued and he was released. The driver, Stanley resident 20 year old Kenndon James Recker was arrested and charged with Possession of marijuana – an aggravated misdemeanor, and possession of paraphernalia – a simple misdemeanor.
On 10-25-13, Oelwein Police cited Olivia May Rupright, 15 of Oelwein, and 17 year old Colton Ray Baker of Maynard with being in possession of tobacco as minors. Baker was also charged with possession of marijuana – a serious misdemeanor, and possession of paraphernalia – a simple misdemeanor. Both juveniles were released to the custody of their parents.
On 10-24-13, Daniel Scott Padgett, 36 of Oelwein, was arrested on a Howard County warrant. The original charge was for gathering for the use of drugs. Padgett was held on a $5000 bond.
On 10-24-13, Oelwein Police arrested 33 year old Crystal Dawn Peterson of Sumner for driving with a suspended license. This charge is a simple misdemeanor.
On October 23, 2013 at 9:45 a.m., while following up on an investigation in the 900 block of 1st St SW, Oelwein Officers charged Lisa Ann Winter, age 50, of Oelwein on the charge of Driving while License Suspended, a Simple Misdemeanor.
On October 19, 2013, Oelwein Officers responded to a residence in the 200 block of 2nd Ave SE for a reported domestic disturbance. After further investigation Oelwein Officer arrested Ester Marie Orona, age 52, on the charge of Violation of a No Contact Order, a Simple Misdemeanor on October 23, 2013 at 10:00 a.m.
On October 21, 2013 at 11:50 p.m., Oelwein Officers and the Fayette County Sheriff’s Office went to a residence in the 10 block of 2nd Avenue NW in Oelwein to serve a Fayette County Sheriff’s warrant. Officers arrested Cody Richard Reisner, age 30 of Oelwein on a Probation Violation warrant for original charges of Intent to Deliver Methamphetamine and Gathering Where Drugs are Used. Reisner was also arrested on Oelwein Police Department charges of Possession of Methamphetamine, a Class “D” Felony.
On October 22, 2013 at 3:50 a.m., Officers responded to a residence in the 200 block of 2nd Avenue SE for a reported domestic disturbance. Ruben James Hernandez Jr., age 49, of Oelwein, was arrested on a charge of Violation of a No Contact Order, a Simple Misdemeanor.
On October 19, 2013 at 12:29 a.m., Oelwein Officers arrested Chad Thomas Cherrier, age 18, of Oelwein on a Fayette County Sheriff’s warrant for the original charge of Driving while License Revoked. Cherrier was arrested in the 300 block of North Frederick Ave in Oelwein.
On October 19, 2013 at 12:07 a.m., Oelwein Officers performed a traffic stop in the 10 block of South Frederick Ave in Oelwein. In the course of this stop, officers arrested William Stetson Marshall, age 18, and cited Ryan Patrick Nolan, age 17, both of Oelwein. Marshall was charged with Possession of Drug Paraphernalia a Simple Misdemeanor and Nolan was referred to Juvenile Court Service for Possession of Alcohol under Legal Age a Simple Misdemeanor.
On October 17, 2013 at 6:30 a.m., Oelwein Officers performed a traffic stop in the 2000 block of Hwy 150 South in Oelwein. In the course of this stop, officers cited Eric Dean Zieser, age 32, of Hazleton on a charge of Driving While License Suspended, a Simple Misdemeanor.
On October 16, 2013 at 3:45 p.m., Oelwein Officers arrested Leon Alden Jarchow, age 18 of Oelwein on a charge of Violation of a No Contact Order, a Simple Misdemeanor.
On October 16, 2013 at 8:00 a.m., Oelwein Officers were called to a business in the 1500 block of South Frederick in Oelwein for a reported wanted person. Officers arrested Jeffery Eugene Euans, age 53 of Oelwein on a Fayette County Sheriff’s warrant for probation violation, original charges including Possession of a Controlled Substance, Conspiracy to Manufacture or Deliver a Controlled Substance, Tattooing without a Permit, and Unlawful Possession of Prescription Drugs.
At approximately 6:59 a.m. on Tuesday, October 15th, the Oelwein Police Department received a 911 phone call of a possible shooting at an Oelwein residence. The incident was reported to be in the 100 block of 10th Avenue N.W.
Responding officers witnessed active gunfire from inside the residence and began to engage the occupants. At this time, officers observed a male subject, Myron Dewayne Meador, 44, exit the residence, detained him and provided medical treatment for his self-inflicted injuries. Mr. Meador was transported to Oelwein Mercy Hospital and later transferred to the University of Iowa Hospital.
Officers located, Niki Jolene Meador, 38, inside the residence and discovered that she had been shot multiple times. Mrs. Meador was provided medical attention and transported to Oelwein Mercy Hospital. Mrs. Meador was later transferred, by air ambulance, to the University of Iowa Hospital.
A warrant has been issued for the arrest of Myron Dewayne Meador for the charge of Attempted Murder. Further charges are pending.
This investigation was a collaborative effort between the Oelwein Police Department, Fayette County Sheriff’s Department and the Iowa Division of Criminal Investigation.
