At 9:24 p.m., on May 7, 2016 Oelwein Police arrested Brennan Lee Cox, 27, of Winthrop. Cox was arrested on a Fayette County Warrant for Pretrial Violation on original charges of Possession of a Controlled Substance, Failure to affix Drug Tax Stamp and Possession of Contraband in a Correctional Facility.
AT 9:33 p.m., on May 6, 2016 Oelwein Police arrested Max Stone, 41, of Oelwein. Stone was arrested on a charge of Domestic Abuse Assault-Simple Misdemeanor. This arrest was the result of a disturbance in the 100 block 6th AV SW. The Oelwein Police Department was assisted by the Buchanan County Sheriff’s Department.
On May 5, 2016 at 9:25 p.m., Oelwein Officers stopped a vehicle in the 10 block of West Charles in Oelwein. Officers arrested Nathan William Rolfes, age 31, of Oelwein for a Black Hawk County Warrant with original charges of Failure to Appear for an Assault charge.
The Oelwein Police Department has concluded an investigation of an incident that occurred in March of 2016. In relation to that investigation an arrest warrant was issued.
On May 4, 2016, the Hampton Police Department served the arrest warrant upon Ismael Illescas Alfaro, 33 years old, of Hampton, Iowa.
Ismael Alfaro has been charged with:
Sexual Abuse in the 3rd Degree – Class C Felony & Criminal Transmission of an Infectious Disease – Class B Felony
Mr. Alfaro was transferred to the Fayette County Jail pending an initial appearance.
On Friday, April 29th, 2016, the Oelwein Police Department executed a search warrant at 37 6th St NW in Oelwein. This search warrant was the result of an ongoing narcotics investigation. As a result, Oelwein Police arrested Tammy Lynn Bamford, age 44 of Oelwein. Bamford was charged with Possession with Intent to Deliver – Methamphetamine (Class C Felony), Gathering where Controlled Substances are Unlawfully Used (Class D Felony), and Possession of Drug Paraphernalia (Simple Misdemeanor).
In connection with the search warrant, Oelwein Police issued an attempt to locate on a male and vehicle in connection to the residence. A Buchanan County Deputy later located the male and vehicle on West Hayes St in Hazleton and notified Oelwein Police. As a result, Oelwein Officers and Buchanan Deputies located and seized a quarter pound of Methamphetamine, which holds a street value of approximately $14,000. Subsequently, Forrest Shane Spitzer, age 40 of Oelwein, was charged with Possession with Intent to Deliver – Methamphetamine exceeding 5 grams (Class B Felony), Possession with Intent to Deliver – Methamphetamine (Class C Felony), Failure to Affix Iowa Drug Tax Stamp (Class D Felony), Gathering where Controlled Substances are Unlawfully Used (Class D Felony), Possession of Marijuana (Aggravated Misdemeanor) and Possession of Drug Paraphernalia (Simple Misdemeanor). Richard Ernest Thompson Sr, age 56 of Hazleton, was charged with Possession with Intent to Deliver – Methamphetamine exceeding 5 grams (Class B Felony), Failure to Affix Iowa Drug Tax Stamp (Class D Felony), and Possession of Drug Paraphernalia (Simple Misdemeanor).
This is investigation is ongoing. The Oelwein Police Department was assisted in these operations by the Buchanan County Sheriff’s Office, the Fayette County Sheriff’s Office, and the Iowa State Patrol.
At 4:55 p.m., Oelwein Police Arrested Heather Ann Annis, 39, of Oelwein. Annis was arrested on charges of Willful Injury-Class D Felony and Interference with Official Acts- Simple Misdemeanor. This arrest was made following the report of a disturbance in the 600 block of 5th av sw.
On May 2, 2015 at 3:20 p.m., Oelwein Officers responded to a disturbance in the 900 block of 1st St SW in Oelwein. Officers arrested Steven Wayne Lundgren, age 29 of Waterloo, on charges from two Buchanan County Warrants, for Failure to Appear on charges of Driving While License Suspended and Failure to Appear on charges of Failure to Provide Proof of Financial Liability.
At 2:57 p.m. on May 3, 2016 Oelwein Police arrested Jennifer Ann Westendorf, 39, of Oelwein. Westendorf was arrested on a Fayette County Warrant for an original charge of Forgery in the 500 block of Rock Island Road.
At 6:20 p.m. on May 3, 2016 Oelwein Police arrested David Eugene Matthews, 27, of Hazelton. Matthews was arrested on a Fayette County Warrant for an original charge of Sex Abuse 3rd degree in the 500 block of Rock Island Road.
On Monday, April 25th, 2016, Mrs. VanDenHul and Mrs. Forsyth's Classes, from Wing's Park Elementary, and the Oelwein Head Start class toured the Oelwein Police Department. Oelwein Officer Chris Hartmann conducted the tour which included showing the inside of a patrol car and explaining the items Oelwein officer's carry on their duty belts. Dispatch Supervisor Kris McGrane showed the classes the Communications Room and explained the "Do's and Don'ts" when dialing 9-1-1.
On May 1, 2016 at 2:00 a.m., Oelwein Officers performed a traffic stop in the 10 block of West Charles in Oelwein. After performing testing on scene and further testing at the Police Department, Officers arrested Elizabeth Sylvia Minnick, age 20, of Hazleton for OWI 1st Offense. Minnick was also cited for not having a valid drivers license.
At 5:22 p.m., on April 29, 2016 Oelwein Police conducted a search warrant at 37 6th ST NW. The residents of the home are Tammy Lynn Bamford, 44 and Forrest Shane Spitzer, 40. Bamford and Spitzer were charged with Possession with Intent to Deliver-Methamphetamine- Class D Felony, Gathering where controlled substances are Unlawfully Used- Class D Felony and Possession of Drug Paraphernalia-Simple Misdemeanor. Oelwein Police was assisted by Fayette County Sheriff’s Office and the Iowa State Patrol. This investigation continues and further charges are pending.
